Immediately to the north of Kowloon Farm

Lot 11, there is a large area of low-lying land, 80 low as to be below the level of high water, and it is necessary

that this area should be filled in ac as to render it avail-

-able for development. Some of the material required for this purpose will be obtained by cutting away the hill on Farm Lot 11, thereby rendering available for building purposes both the res occupied by the hill and the low-lying area.

When this has been done, the Government will be far more than recouped for the outlay proposed by the sale of the building lote which will be formed and a large amount will be deriv-

-able annually in the shape of Crom rent, which is at the rate of about 8500 per acre for building land in this locali-

-ty.
